Late-Night Veg Kitchens

easy Original problem by Avio Lines

A food delivery app wants a "late-night veg" shelf. It should list every vegetarian restaurant that closes at 11 pm or later. All closing times are before midnight.

Return each restaurant's name and rating, best-rated first. Restaurants without a rating yet go last. Break ties by name, A to Z.

Row order matters for this problem. Column names don't have to match.
